AFMC's Practice Transformation Program supports Arkansas Medicaid Patient-Centered Medical Home (PCMH) practices through education, technical assistance, quality improvement resources, and peer learning opportunities. Services are provided through AFMC's Outreach & Program Support Improvement (OPSI) contract with the Arkansas Department of Human Services (DHS), Division of Medical Services (DMS).

Our goal is to help PCMH practices successfully participate in the Medicaid PCMH program, strengthen patient-centered care, improve quality outcomes, and navigate evolving healthcare requirements.

What providers should know about the Non-Emergency Transportation Program

The Arkansas Medicaid Non-Emergency Transportation (NET) program provides eligible Medicaid beneficiaries with transportation for medical services. Beneficiaries who are ineligible for this service include the following:

• Nursing home facility residents
• Those in an intermediate care facility for individuals with intellectual disabilities (ICF/IID)
• Qualified Medicare Beneficiaries (QMB)
• ARKids First B recipients

Beneficiaries who have traditional Medicaid can only utilize NET if their appointment is with an enrolled Arkansas Medicaid provider. No co-payments are required and there are no limits on the number of trips and no mileage cap.

Beneficiaries enrolled in the Arkansas Health and Opportunity for Me (ARHOME) Program may be transported to any health care provider within their network plan. The beneficiary must have a valid Medicaid number. There is a limit of eight legs/units per calendar year. The beneficiary may apply for an extension of transportation services when the eight legs/units have been exhausted.

NET is provided through Division of Medical Services (DMS) contracts with three transportation brokers for the seven regions in Arkansas. The brokers can also contract with qualified subcontractors in their areas and serve as a gatekeeper, processing transportation requests and monitoring complaints to ensure quality. DMS will conduct periodic on-site broker reviews for quality assurance.

The Arkansas Medicaid Inpatient Quality Incentive (IQI) Program is offered by the State of Arkansas under the Arkansas Medicaid program. Through a partnership between Arkansas Medicaid, Arkansas Foundation for Medical Care (AFMC), and the Arkansas Hospital Association (AHA), the IQI Program was developed in early 2006 to assess quality of care through the ways in which hospitals provide medical care to patients.

Bonus (incentive) payments, also referred to as gainsharing under this program, are given to hospitals for improving health care and patient outcomes. The bonus payments are based on each hospital's performance on measures selected by the IQI advisory committee comprised of hospital, Arkansas Medicaid, AFMC, and AHA members.

Hospitals participating in the IQI Program collect and submit data on all quality measures for which they are eligible to report into the Arkansas Medicaid Abstraction and Reporting Tool for collection and analysis of the quality improvement data. Other data sources, such as Medicaid claims data, may be used for purposes of data collection as well.

Designed as a pay-for-performance tool, the IQI Program performance assessment methods include calculating measure rates and performance thresholds and includes a validation component—an important feature of the quality program.

The IQI Program is open to Arkansas acute care hospitals, excluding state operated teaching hospitals, rehabilitative hospitals, critical access hospitals, and inpatient psychiatric hospitals.
